Of course, this is no excuse. This either means that Penn is not providing the needed environment and motivation, or that their admissions are poor.
Incidentally, a Penn macro student told me a few years ago that they are explicitly told that they should focus on highly technical work because that is Penn's comparative advantage. They are not encouraged to follow their interests. This probably results in both uninteresting topics and unmotivated students.

Penn macro students are good, but at times they are suffocated by Krueger who is very influential both in the graduate program and in hiring. The other faculty are much more open minded (Fernandez-Villaverde is now Minnesotan in name only), both in topics and methods.

Dirk has done so much for the graduate program. If only a few other people could join him with enthusiasm, be approachable and helpful to students, things would look much different now. He has produced the best of Macro at Penn in recent years.
To Penn macro students on the market now: Stop whining, if anything, this hurts you.
