Yes. Because houses there are cheap. Except Amsterdam. Others like Den Haag Utretch Rotterdam Groningen are cheap.
Housing crisis is in the whole Netherlands. Rents in Amsterdam, Utrecht, Rotterdam... are on par with rents in London. And actually it’s not easy to find a place even if you are willing to pay a lot of money, which is not the case in London.
No, houses in the Netherlands are generally small (but I thought of reasonable quality).
As for OPs question, rural backwaters like Tilburg or Groningen I imagine are very affordable. Though house prices in general have increased sharply in the Netherlands in recent years (so be careful about claims based on experiences from some years ago).

I had a buddy who was a PhD student in the Netherlands whose husband had a tech job and they had an ok house. It was small but cute because it faced a canal so you could see families of ducks floating buy from the kitchen very so often. Maybe there total salary was like 50+80 or something like that.
So, it pays ok but not great. The European system is a b1tch to go through because the jobs you get on graduation don’t pay a ton, and in my opinion it doesn’t seem like you learn that much. And you’re sort of an RA for much of your time as a PhD.
