Maybe, we don't really know. Honestly, I doubt that a bank would approve a loan for someone who is on a fixed-term contract and with the uncertainty about salary/jobs after the phd. I suspect the students have partners who have a stable job with a good salary.

In the Netherlands you can get a mortgage for 100% LTV, so PhD students can buy a house on their 30k. Transaction costs will be about 5-10k roundtrip on a 300k home, but you do save a bit in taxes. Whether it's smart to leverage up at that stage in your life and tie yourself to the country is another matter.
I know a couple guys who did this pre crash and got stuck in underwater mortgages. Netherlands is VERY strict about that stuff

Whether you "can" buy a house on 30k Yuro or not shouldn't be the question. You probably can (if you're out of your mind), or if you have a spouse with a much higher income (which the ones in this case probably do).
The issue is...3,300 Yuros per square meter, for a 68 m^2 1951 construction, in a provincial city...is not by any means cheap. That's really expensive. By comparison, in the US, something like that would be under $1,000 per square meter.
