How hard it will be to learn Stata starting from zero programming experience? How much time it will take in your opinion?
It takes several hours to learn Stata to do the most common tasks in data wrangling/munging but it takes much more time to do something fancy, in which case Python/R/Matlab is much easier to learn.

I can't imagine any case in it's easier to learn Python or R than Stata.

Stata's programming language is, to put it bluntly, incredibly badly designed. The syntax is awful and was clearly developed by people without any real programming experience.
R is also not a great programming language, but is way better than Stata.
