I'm sure AEA's new code of conduct will handle the threat of retaliation from HRMs
The AER's code of conduct is strict: HRMs are to be given a nice slap on the wrist for misconduct of this nature.
They should at minimum retract their coauthorship, and give these guys lifetime bans from AEA journals. In fact these guys should be made to leave academia for this. No way the AEA will go that far. They could do this by threatening to censure their departments, pending department sanctions on these guys.

At top level It is very hard to judge contributions to joint projects - for outsiders because the production is o’ring (maybe finding the right pitch is what puts paper in aer) - for insiders because we all have a tendency to be biased in our favour. This is particularly true when things go wrong: we look for reasons to make us look good to ourselves.
