Yes, quite amazing, isn't it.
Given the extremely low probability that bad behaviour will be made public (although it did happen in this case), and the minimal consequences if it does, the expected penalty for bad behaviour is essentially zero.
The only way to create the right incentives would be for the penalty to be disastrous if you were found out.
Interesting to see that nothing has consequences when you have the right connections. Didn't think that this is also true for academia
