Surely though that's not mandatory? If you're an EU citizen you should have access to the national health system regardless or correct me if I'm wrong?

That's also something I wanted to understand more clearly. Theoretically it is like you say, but it's not 100% clear. But anyway I wanted to understand the amount more clearly, if it's just 30 euros it could make sense to just go for it and have one less worry
I (think) what is says could be that you pay 7% of your grant. Which is equal to a third of what the full cost would be were the other 2/3 not being paid by the ECB. So in short, it sounds like they take 7% off your grant towards the insurance.

Yeah, that's the natural interpretation, so something like: the full price would be something above 200 euros, we cover 2/3, you the reaming 70ish... I asked since I remember a friend of mine who worked there said he paid the insurance around 30 or 40 euros, so the doubt came to me

I think the insurance premium is 7% (=75=1070*0.07), but you only pay 1/3 of it, hence 25.
