No it is not. There is no explicit price fixing. Moreover, the education sector is going to have different characteristics than most oligopolies you might study. In particular, if a school tries to undercut another in price, they don't have the physical capacity to just steal all of the other school's students! As a result, there is next to no benefit in trying to deviate by lowering tuition.
