"We are moving away from a default approach to allocating offices to individuals, toward a more flexible approach prioritising individual needs and utilising a variety of bookable spaces (for individuals and for collaborative working)."

Perhaps, you guys haven't considered that RS was victimised by his wife (and the department she ruled - with the weak Dean's blessings). They divorced. And her hurt led to his victimisation. UoE paid over 100K to buy him off. The department is leaderless. After the infusion of lots of money by the University, she hired her weak students and friends. This is UoE (econ)!
