Hiring someone as non-tenured asso is quite common in HK. As long as he/she keeps publishing, tenure is guaranteed.
But there is still some risk though… a couple of years ago, HKUST hired a Japanese guy from Northwestern as non-tenured asso then fired him after three years…

These are different cases. She is only out for 5 years. The reason is that HKU is aggressively hiring good people and doing their best to beat the competitors. Even if NUS wants to retain her, she may still leave.
HKUST competed with HKU to hire XD Zhu and retain GJ He, but lost in both cases.
