Its not about her. Its about the fact that some poor PhD without connection but better portfolio cannot achieve her career success which seems to have been attained by dubious means.
Let me get this straight. She got grants, awards and pubs thanks to her “powerful” boyfriend, who happens to be the chair of the foundation, the editor of the journal, and member of the selection committee? Is that right? And now there is a tailored job opening for a tenure track position. Let me guess, tenure will be served on a silver platter? The level of corruption is truly mind blowing. Wow. Any faculty at IBK speaking up against that sort of behaviour? What about the rector? Is he/she fine with all that?
Imagine you post a job opening during job market season but you basically exclude every fresh PhD worldwide. You state a couple of requirements that fit the profile of your significant other like a glove. Tenure also seems just a formality, since you are going to continue publishing her papers in the journals you are editing. And if she needs a grant, that’s not an issue. You are still chairing that foundation.

The only thing to wonder about here is why you are defending this obvious instance of shameless nepotism, unless you are one of the people involved.
BTW, it's amusing that you don't even deny the fact. Your only line of defense is that other post-docs in Innsbruck are even more crappy.
It's hilarious - their requirements disqualify the typical job market candidate who is about to graduate and who is on the market right now. Let that sink in. I'll get in touch with internal revisions and the rector. I expect every faculty at IBK who has some decency to do the same.

That makes a lot of sense. Thinning out the market that way makes it easier to hire your spouses both at AP and postdoc level. Perhaps next time you are complaining about the quality of your juniors, you should really ask yourself whether staying out of sync with the rest of the job market is sensible. But please save yourself the embarrassment of posting job ads on inomics or ejm. Just publish it on the bulletin board in your department. You guys are just a joke and you don't even realize it.
Postdoc experience is required for every tt job in Austria. I personally find the whole story here shameful but do not mix things that are legally required with others that are probably directly illegal
That's just outright wrong, both the Uni Wien and the WU are advertising TT positions without this requirement or have done so in the past (see current EJM ad for a finance TT position at the WU, for example).
This certainly is not a legal requirement but something that Uni Innsbruck, or some departments in Innsbruck, came up with on their own, for whichever reasons.
