Rather than name names, let me just say this. The worst editor is the one who doesn't have the ba!!s to triage the referees' comments and make his or her own decision about the paper. Rejecting just because of split reports is gutless. If you agree with the negative referee(s), fine. But if you don't, man up and give the authors an R&R with specific guidance on what comments they need to address to get to yes.

Most editors agree with the negative referees when they reject even if they try their best to make it sound otherwise - they are just trying to ease the pain for you, and it's actually always sad to reject a paper ... yet what can you do? c'est la vie.

King and Reis terrible delays at JME.
Uhlig not great in terms of delays or generally being on top of things at the JPE.
Barro being insanely corrupt and ideology at QJE. He's the absolute worst - a shower of QJEs for a few prized former Harvard students of his, capricious rejections elsewhere.
