Most would not come to the US unless is a top 20 university and most would be willing to study at Cambridge econ. Do the math.
Of course if you lived all your life in DC or somewhere in Indiana and don't want to go to Europe unless it's for LSE you would take GU or ND. But the observation was general, not just for people in the US.
