All I will say is look for people who fit your criteria at Indiana/Michigan State/Penn State. Those schools will not be able to retain their relatively young fulls given what you are paying.

I'm movable and underpaid but don't meet a number of your other criteria.
Here's another protip. Consider hiring an Associate Prof with a solid record and offering her or him Full Prof. This is a common strategy for us when we hire seniors. We tried this many times in the past 20 years, and it worked on three occasions. So, not great odds, but hiring people that meet your conditions has super low odds to begin with.

You would think so, but this is not true. Most people will renegotiate their salary upwards and not move. A couple of years ago, a top 40 finance department that was trying to hire with a blank check from a donor could not find anyone who accepted their offer. But lots of people got massive raises.
