Yes depends on level of seniority we're talking about.
As a ground rule, go into each of these departments and check the best performing cvs at the comparable level of seniority. If you compare well, possibly after adjusting for field and how desperate the department is for your field, then yes.

How many years out? If 10, this guy seems very productive and well-cited. If 20, this doesn't seem very impressive for a top 25 dept..

4k since 2015 is pretty aggressive, and probably subfield dependent. MA and AC at Duke only has 1710 and 700 respectively and both are tenured (and I think AC is leaving- moving up?). Though I guess you want different things out of associate hires than full prof hires.

Rochester and Maryland have recently made offers to CVs with 1 top 5 and multiple top fields (10 years out) or 2 top 5s and 10 top fields (20 years out). Generally, need some top publications, be well known for at least one thing, and clear indication that you very easily produce at the JME/AEJ/RED level and get in the top conferences.
