   In my district they also distributed wifi hotspots, bought a LMS, paid for some health screening app, cut incentive pay, continued free breakfast and lunch, and I think retained non-teaching staff who had nothing to do with given the virtual format.

   I think they added testing sites at schools for unvaccinated staff.

   Not sure that it gets closer to $50 billion but those come to mind.

   This paper defines all money going to creditors and suppliers of PPP-receiving firms as money to "owners and shareholder interests".

   But they have workers too
