Why do some people write "revision requested" instead of "revise and resubmit"?

When I see "revision requested" on a c.v. I interpret it as the author got an R&R but might not actually do the "resubmit" part (if for whatever reason he/she thinks it is better to just send it to a new journal).
So for this reason I think "revise and resubmit at X" is a better signal. At least it doesn't create an image where the journal has requested a revision but the author is pondering whether the journal's "request" should be granted.
