Dutch tried to remain neutral as in WW1. Their military at that point was essentially a couple of reservists on horses with bayonets. Also, the Germans were quite ruthless in their bombardment of Rotterdam.

They are very small countries. France is the same size of Germany and it wasn't debilitated by military restrictions and economic sanctions after the Treaty of Versailles. It has no excuses.

Spain had a fascist dictator who, after winning a brutal civil war, kept the Germans from invading by declaring "neutrality." The real winner was Portugal, which avoided both a German occupation and a civil war.

Antisemitism and fascism were on the rise all over Europe. Sizeable fractions of the population, the police force, and the government institutions throughout Europe were happy to work with the Nazis who brought order.
