Probably a good 20 percent--well north of 10 percent, certainly--of all German soldiers in WW2 committed war crimes. It's a LOT. It's not just camps, a huge part of it was liquoring up grunts and sending them to shoot up random villagers in retaliation for partisan activity somewhere.
That said, no shortage of Japanese soldiers committed war crimes; the main difference is that rather than being directed from above towards some definite objective, as in the German case, the modal Japanese war crime consists of the Japanese brass abusing their troops to accomplish objectives and then encouraging/allowing them "vent" on hapless civilians.
