   if you are asked to review a paper you have to judge that paper and stop.
   if previously you did the same for another journal and now you are annoyed by the author, then you should not take this in consideration. if you are not able to do this, then you are in conflict of interest.

   Son, I think now is the time to tell you about an important thing: Sometimes, people do not act as they are supposed to do.

   So yes, it is wise to take into account that if you are a pain in the ass of editors and referees, they will reciprocate at some point if time. Even if you think they shouldn't.

   Editors in particular are notorious for their long memories, and they do not like getting jerked around. If OP withdraws this paper, he can kiss his ass good-bye about ever publishing again in the one that he is withdrawing it from. This is just massively unprofessional conduct and will not be forgotten.

   BTW, while it is not common, some journals do send papers to four referees, or do so on some occasions. There is no rule about "three is the max." Editors can and do pretty much what they bloody damned well please regarding such matters.

   I once submitted a paper to a C journal and editor told me he liked it and hinted it'd eventually get published, but after a week I decided to withdraw it and try a better journal. Since then, he has ignored all kinds of correspondences from me. I ack that I deserve it.

   If the paper is good, it will get lots of attention anyway (citations). True, you probably draw more attention quicker in top journals, but the Nobel committee looks a quality :-)

   That's what I tried to say before. A paper published in, say, JME will get enough attention, and you should be happy about that even though it's AER-level paper. See, for example, the Calvo (1983) paper and the Hansen (1985). See also the paper of Edmund Phelps that was published in The Swedish Journal of Economics, but still considered as an important paper in literature.

   Learn from this experience and move on. You have one bird in hand...
