Many covid papers were written last year with virtually identical idea. Those were not the case of plagiarism, but rather happened to coincide because of the "exogenous" shock and mad-rush to be the first. The situation could be the same here as well.

It could be the wechat, a popular social media application in Asia. It is likely the alleged faculty commented on the PhD student's article or presentation flyer via wechat. Some smart insiders caught that, and used it as a piece of evidence of knowing a similar paper but failing to acknowledge it.
By the way, is not this common for cross-field idea exchange. Micro empirical econ borrows the ideas from sociology, and beat it with fancier regressions. Or occasionally, some smart sociologists do the same with ideas inspired by economics.

Another interesting fact is that the alleged two junior faculty all graduated from HKUST. Plus the recent "popularity" of JK on economic history--who previously worked at HKUST. Is there anything specific about the academic culture in HK in general and HKUST in particular?
