This could be a way to go through. Although, in my view the Bank expects a larger view of the development issues. You can start with COVID-19 and expand the idea for other problems, like education, technology,

No. I believe that recommendation letters come after the first screening process. Perhaps now you should just think about your possible referees as they are supposed to send the RLs directly to the World Bank.

They ask for references after the first application review has been done. According to previous years the selection process is as follow:
1. Online application.
2. Initial screening.
3. Request for reference letters.
4. In depth screening.
5. Interviews.
6. Screening - Pass or fail the interview.
7. Analyze business needs.
8. Job offer.
I indicated that my PhD will be completed "September 2021" rather than "before September 2021" as stated in the eligibility requirements. This was a careless mistake, as the completion of my degree is flexible. I could easily finish before September next year.
Do you guys think this could be a cause for rejection in the initial screening for eligibility? I prepared all documents over several weeks and hope a small mistake like that can be corrected within interviews in person?

Just shoot HR an email and say you want to clarify that you meant "BY September 2021."
I don't think it'll be a big deal but it's better to be safe than sorry! Good luck!
